These are public jobs on open water with bonding, marine access and fixed overhead; mobilization and general conditions were about a third of the Manatee Park estimate. Treat them as upper-bound references, not residential quotes. They do show how wide bid spreads can be.

Permit fees are small; design and access are not

Port St. Lucie charges a residential seawall or bulkhead permit fee of $100 for the first 100 linear feet plus $5 per additional foot, so a 150-foot wall is $350 before state surcharges. Docks and lifts are $225 plus $32 per slip. Fort Pierce charges valuation-based permits at 1.25% of the job value plus 0.25% for plan review. Martin County’s environmental permit for a new seawall or riprap is $1,840 plus a $390 qualification review, and its building fees are tiered by construction value.

FDEP charges $100 to verify an exemption and $250 for a general permit; Army Corps individual permits are $10 for noncommercial work. The bigger soft costs are the survey, sealed engineering and time.

Worried about damage? Check the warning signs.Optional · 10 short questions · no contact details

Answer from what you already know. Stay on safe ground; do not go near the edge or into the water to check. You can choose “Not sure” for any question.

Skip this and go to the budget calculator

1. Holes, sinking ground, or soil washing out behind the wall?
2. Is the wall leaning or bulging toward the water?
3. What cracks have you noticed?
4. Gaps, missing pieces, or soil coming through the joints?
5. Is the top broken or crumbling, or is metal showing?
6. Are there rust stains on the wall?
7. Does water come over or through the wall at very high tides?
8. Has there been a major storm since the wall was last checked?
9. About how old is the wall?
10. When was the last professional inspection?
What this check is based on

The questions cover signs shown in the City of Holmes Beach seawall manual (pages 5–13): soil loss, wall movement, open joints and damaged concrete.

A simple starting point

Plan your seawall budget.

Three questions to get started. “Not sure” is welcome. No contact details needed.

An approximate length is fine.

Where can I find the wall length?

Look for the waterfront length on your property survey or seawall plans. For example, enter 75 for a wall that is about 75 feet long. If you cannot find it, tick “I don’t know the length yet”. Stay on safe ground; you do not need to measure beside the water.

Add height & site details Optional

Add what you know about the wall and access. We’ll include these details in your result so you can discuss how they affect the work and price.

Help with the height measurementTop of capWaterline (changes)Mudline / bottomBuried embedmentExposed height

Use the height from the bottom beside the wall (the mudline) to the top of the wall cap. Include the part under water. Use plans or a survey; leave this blank if you don’t know. Do not enter the full panel length or a survey elevation such as NAVD88. The buried depth and required top elevation come from the site design.

Use a price you’ve received Optional

How the numbers work

Per-foot prices are multiplied by your wall length. Repair prices published per project, job or section keep that unit and are not multiplied by length. A replacement price shown for a new wall is labeled as a comparison. Panel-and-cap figures are component subtotals, with exclusions shown beside the result.

Height, ground conditions, equipment access, permits and other work can change the final price. Have a price for your property? Enter it to add known extra costs and the reserve you choose. Anything without a price stays on your checklist.

The wall’s bottom-to-top height, the buried panel depth and the cap elevation shown on a survey are different measurements. An engineer uses the ground, nearby structures, drainage and water conditions to design the wall. For more detail, see the City of St. Pete Beach engineering report and Florida DEP permit guide. Published prices retain the original geography and scope of each source.

Your next step

Getting your form ready…

What could your seawall cost?

Published examples are attributed context from Treasure Coast and nearby South Florida sources, not a Port St. Lucie average or a quote. Your wall needs a property-specific written scope.

Small repairs on the Treasure Coast are usually priced per job; replacements are priced per linear foot of wall. Public projects on the river and lagoon cost far more per foot than typical canal work because of barges, bonding and environmental conditions. Use the examples to ask better questions, then price your own wall with written bids.

Repair prices by type

Compare prices for the same type and amount of work. Per-project ranges cannot be scaled by length; per-foot prices can.

What to include in your price

Ask for a written list of what the price covers. Include the related work below when planning your total budget.

  • Inspection, survey, engineering, wall system, length and cap elevation.
  • Removing or encapsulating the old wall, disposal, site access, barge or land equipment and turbidity barriers.
  • Drainage, backfill, anchors or tie-backs, cap, returns, dock and boat-lift work and utilities.
  • Permit applications and fees (city or county, FDEP, Army Corps, SFWMD), inspections, final survey and closeout.
  • Change orders, exclusions, a reserve for hidden conditions and who approves price changes.

What drives the price on the Treasure Coast

  • Access: work from the yard with land equipment usually costs less than barge-only work. UF/IFAS notes water-only access raises living-shoreline costs too.
  • Water depth and wall height: taller exposed walls need longer sheet piles, deeper piles and heavier anchors.
  • Location of the new face: staying within 18 inches of the old wall keeps many projects within Florida’s seawall exemption.
  • Environmental conditions: Twin Rivers’ gopher tortoise mats added $186,000, about 38% of the original contract.
  • Partial versus full: caps, batter piles, king piles and tie-back work cost far less than replacement when the panels are sound.

Prices have moved quickly

Stuart’s SE Illinois Avenue living shoreline budget doubled from $170,000 in 2022 to $338,434 in 2023 after construction costs increased; it was awarded at $207,472. FIND’s grant table for Martin County shows seawall and shoreline project totals between $130,000 and $1,000,000. Ask bidders how long their price holds and what escalation terms apply.

Make each estimate answer the same questions

  • What wall system, panel thickness, pile type and spacing, anchors and cap size are included?
  • Is the new wall built in front of the old one, and how far?
  • Which permits, inspections and the final survey are included?
  • How are hidden conditions priced, and what is the unit price for extra work?
  • What restoration, dock and lift reconnection and debris disposal are included?

Use the budget calculator with your own written prices, and the contractor checklist before you sign.

Make payments reviewable

Florida’s Attorney General recommends checking the license, verifying insurance and reading the written agreement with the licensed contractor. Tie payments to milestones you can verify, such as permit issuance, pile or panel installation and passed inspections. Port St. Lucie requires a recorded Notice of Commencement for jobs of $5,000 or more before the first inspection.

How to use these prices

Per-foot and per-project figures keep each publisher’s geography, scope and units. Contractor ranges are cited by name without links. Public-project figures come from county and city bid records; they include public-works requirements, bonding and mobilization, and are not residential quotes. No public contract total is converted into a residential price. The calculator shows a published per-foot figure only as context, never as your budget.
