Port St. Lucie freshwater canal planning
Living on a Port St. Lucie drainage canal: who owns the bank, SFWMD C-23/C-24 rules, E-8 canal work, fish kills, bulkhead repair and city easements.

Most of Port St. Lucie’s roughly 200 miles of canals are freshwater drainage canals managed with water control structures, not tidal waterways. Neighborhoods such as Cashmere Cove and Palm Trails sit along the Monteray Waterway and city E-series canals, and the SFWMD’s C-24 crosses the city.

Fluctuating levels and bank ownership
Some canal banks behind platted lots sit in city easements or district right-of-way rather than on the lot, so confirm the line before building. The city’s FY 2026/27 plan includes E-8 canal bank restoration and several structure replacements, and its 2026 E-8 Tampico Drive canal contract reached $1,580,435.50 after its first amendment.
In September 2026, residents reported thousands of dead fish in the C-24 behind homes near SW Abingdon Avenue; the canal is SFWMD-managed and drains to the river. What could the work cost?
Before pricing a bulkhead, confirm whether the bank is your lot, a city easement or district right-of-way; permits and who pays depend on it.

A freshwater canal checklist
Use these steps to gather records and prepare a property-specific conversation. Public records and project references do not describe the condition of your wall.
Pull the permit history
Search the address on the city or county permit portal for seawall, dock and lift permits and their final inspections before the first site visit.
Find the property line
Many canal banks are city or district land; a revocable encroachment permit or SFWMD permit may be needed.

Report public bank failures
Erosion at a city culvert, swale or canal slope goes to Public Works or the 1PSL app.
Keep swales clear
Owners maintain the right-of-way from the pavement to the property line, including driveway culverts.

PSL Freshwater Canals project questions
Do freshwater canals need FDEP permits?
Seawalls and riprap in artificial waterways are generally state-exempt, but city and SFWMD approvals still apply.
Who do I call about a fish kill?
Report canal concerns to Public Works (772-871-5100) or the 1PSL app; the C-24 itself is SFWMD-managed.
