The Hutchinson Island South community counted about 5,000 residents but 6,400 housing units in 2020, so many owners are seasonal or condominium associations. It includes Nettles Island, Waveland and Herman Bay on the lagoon side, and oceanfront condominiums behind dunes protected by a 3.3-mile federal storm-risk project.

Association decisions and the beach

Oceanfront work requires FDEP CCCL permits. After storms, cap and tieback repairs need local authorization under an emergency order; replacing armoring needs a full permit. The South St. Lucie County project from Normandy Beach to the Martin line was renourished in 2026 with about 400,000 cubic yards after Nicole’s erosion.

In August 2024 the county deemed Villa Del Sol’s three beachfront buildings unsafe after finding significant foundation damage, a reminder that saltwater-driven deterioration and association inspections go together. What could the work cost?

Condo boards should get engineering scopes that separate beach armoring, lagoon walls and docks, each with its own permit route.

Published examples are attributed context from Treasure Coast and nearby South Florida sources, not a Port St. Lucie average or a quote. Your wall needs a property-specific written scope.

A South Hutchinson Island checklist

Use these steps to gather records and prepare a property-specific conversation. Public records and project references do not describe the condition of your wall.

  1. Pull the permit history

Search the address on the city or county permit portal for seawall, dock and lift permits and their final inspections before the first site visit.

  2. Check which report covered the wall

Milestone inspections and reserve studies may not evaluate the seawall.

  3. Know the emergency rules

Temporary armoring must be removed or permitted within 60 days.

161.085 Rigid coastal armoring structures (2025 Florida Statutes)

  4. Separate the shorelines

Price beach and lagoon work separately.
